In search of a Low budget Gaming video card

So what would be the best budget vidoe card to buy at this moment ?
Tried to play some new games last night, but my frames where killing me (literly )

As the mining world is buying all the good cards that are in the market, even the cheaper cards are getting more expensive.

Might as well be second hand, as long as i can play at least HD games at normal settings.

Anyone ?
